In 2020, despite the complicated developments of the COVID-19 pandemic, which affected the production and business activities of enterprises in the province, companies actively responded to the emulation movements launched by the Prime Minister and the Chairman of the Provincial People’s Committee, ensuring the dual objectives of pandemic prevention and control while maintaining production, thereby contributing to the provincial budget. With the theme “Vinh Phuc enterprises innovate, create, integrate, and develop,” units within the enterprise emulation bloc in industrial parks discussed and approved the scoring criteria and commendation assessment for the 2021 emulation and reward program.
Accordingly, in 2021, units in the bloc closely adhered to production and business objectives and tasks; launched emulation movements among all officers, employees, and workers to perform professional duties effectively, promote initiatives and technical improvements, and enhance productivity, quality, and efficiency.
At the same time, they built harmonious, stable, and progressive labor relations within enterprises; improved the material and spiritual lives of employees; and effectively implemented participation in social insurance and health insurance for employees.

At the conference, the Industrial Parks Management Board and enterprises also discussed and were guided on several new features in implementing Level-4 online public administrative services, aiming to accelerate the development of e-government, promote administrative reform, improve the investment and business environment, and foster socio-economic development.
Although the pandemic situation continued to present many challenges, Vinh Phuc Infrastructure Development Joint Stock Company continued to strive and make efforts in production and business activities as well as in fulfilling its responsibilities toward society and the community, deserving recognition as a strong and exemplary enterprise in Vinh Phuc Province.

Construction of modern, environmentally friendly Song Lo II industrial park
(Source cited from: baoxaydung.com.vn) The Song Lo II Industrial Park project was approved for investment policy by the Prime Minister under Decision No. 229/QD-TTg dated February 23, 2021, and officially established by the Vinh Phuc Provincial People's Committee under Decision No. 600/QD-UBND dated March 11, 2021. The industrial park is located across Dong Thinh and Yen Thach communes in Song Lo District, spanning an area of 165.65 hectares. The total investment for the project exceeds 1,500 billion VND, with Vinh Phuc Infrastructure Development JSC (VPID) serving as the developer. As the first industrial park to be developed in Song Lo District, it occupies a strategic trading location with a convenient transportation system. It connects directly to Noi Bai International Airport, the national expressway network, and the Vinh Phuc ICD International Inland Port. From Song Lo II Industrial Park, businesses can easily reach provinces within the Northern Key Economic Region and neighboring areas. Consequently, the project plays a vital role in attracting investment and industrial development, contributing to the socio-economic growth of Song Lo District and Vinh Phuc Province as a whole. Thanks to the drastic involvement of the Song Lo District authorities and local communal governments in public advocacy and site clearance, the majority of residents have supported the project’s policy, accepted compensation, and handed over "clean land" to the developer for infrastructure completion. To date, compensation and support have been approved for 159.5 hectares, totaling 478.43 billion VND. In 2024, the Vinh Phuc Provincial People's Committee completed the first phase of land allocation to the developer, covering 152.76 hectares. The construction of the Song Lo II Industrial Park Wastewater Treatment Plant (Phase 1) is currently being implemented by the contractor The remaining area requiring site clearance is 6.155 hectares, of which 5.89 hectares (primarily residential and garden land) have completed the inventory and census process. A total of 22 households are eligible for relocation to facilitate the project. Speaking with reporters from the Construction Newspaper, Mr. Nguyen Tien Dung, Director of the Song Lo District Construction Investment Project Management Board, stated: In the coming time, under the close guidance of the District Party Committee and the District People's Committee, the Management Board will continue to coordinate with relevant departments and communal authorities to conduct inventories of the remaining area. Efforts will focus on advocating for 24 households currently obstructing construction to comply with land handover. The Board will closely follow directives and regulations on land price appraisal to establish a basis for compensation plans and publicly disclose draft plans to the residents. However, due to difficulties in sourcing backfill soil and sand materials, all construction packages are currently behind schedule compared to the original plan. Internal transportation routes are nearing completion to enhance the industrial park's appeal to investors In 2025, VPID is continuing to focus on infrastructure construction and ground leveling, including internal road networks, rainwater and wastewater drainage systems, irrigation canal restoration, the administrative building, the wastewater treatment plant, and power and lighting systems. These efforts aim to complete the industrial park's infrastructure to attract investment. A key component of this development is the Song Lo II Industrial Park Wastewater Treatment Plant (Phase 1), covering 1.8 hectares with a capacity of 3,000 m³/day-night. Construction on this package began in early March 2025. The plant utilizes advanced SBR (Sequencing Batch Reactor) technology, enhanced by a submersible aeration system to improve treatment efficiency. The facility is expected to be completed by November 2025. Speaking with the Construction Newspaper, Mr. Nguyen Duy Hung, Deputy Director of the Song Lo II Industrial Park Project Management Board, stated: "With the vision of developing Song Lo II into a model industrial park featuring modern and eco-friendly infrastructure, VPID will apply advanced technologies to create a green ecosystem. This will not only meet the high standards of international investors but also inspire both investors and workers. Furthermore, the synchronous and modern technical infrastructure is the standout feature of Song Lo II. VPID is investing in a wastewater treatment plant with cutting-edge technology and a solar power system to maximize energy savings for production." Difficulties in sourcing leveling materials, such as fill dirt and sand, have hampered construction timelines across various packages relative to the planned targets Upon completion, Song Lo II Industrial Park is set to become a highlight in the economic landscape of Song Lo District and Vinh Phuc Province. Reflecting this strategic vision, the project has already attracted the interest of 227 investors looking to lease land. Notably, 38 investors—originating from countries and territories such as Japan, South Korea, Taiwan (China), Hong Kong, Malaysia, Singapore, China, and Vietnam—have expressed interest in leasing plots of 10 hectares or more. According to the schedule, by March 2026, VPID will complete the synchronous infrastructure, fulfilling all conditions to hand over approximately 55 hectares of land to secondary investors in the first phase.

VPID organizes a rehearsal of the Environmental Incident Response Plan for Khai Quang Industrial Park in 2024
Pursuant to the regulations of law on environmental protection and fire prevention and fighting, and with the responsibility as the investor of Khai Quang Industrial Park, in order to enhance preparedness and response capacity for environmental incidents and fire incidents occurring at Khai Quang Industrial Park, as well as to raise awareness in the prevention of potential incidents, on July 18, 2024, Vinh Phuc Infrastructure Development Joint Stock Company (VPID) organized a drill for the Environmental Incident Response Plan at Khai Quang Industrial Park in 2024. Attending the drill were representatives of the Department of Natural Resources and Environment of Vinh Phuc Province; the Steering Committee for Disaster Prevention, Control and Search and Rescue of Vinh Yen City; the Management Board of Industrial Parks of Vinh Phuc Province; the People’s Committee of Khai Quang Ward; and the People’s Committee of Quat Luu Commune. Enterprises operating in the industrial park such as BHFlex Vina Co., Ltd.; Vietnam Precision Engineering No.1 Co., Ltd. (VPIC1); UJU Vina Co., Ltd.; Heasung Vina Co., Ltd.; and AMO Vina Co., Ltd., together with all employees and the drill participation forces of Vinh Phuc Infrastructure Development Joint Stock Company, also took part in the drill. Drill for the Environmental Incident Response Plan at Khai Quang Industrial Park in 2024 The cause of the incident was determined to be that a transport vehicle carrying fuel (diesel oil) did not have its container properly secured while traveling on the QH route, resulting in a collision that caused the fuel container to fall onto the road, leading to fuel spillage across the roadway. The collision created friction with the road surface, generating sparks and causing a fire. Immediately after the incident occurred, staff of the Environmental Incident Monitoring and Response Team (GS&ƯPSCMT), during their environmental patrol and inspection, detected the incident and promptly made a phone call to report it to the Head of the GS&ƯPSCMT Team to seek instructions, while simultaneously mobilizing on-site personnel, namely staff on duty at the wastewater treatment plant, to provide support. Upon receiving the information, the Head of the GS&ƯPSCMT Team reported to the Company’s Leadership Board and requested the mobilization of response forces. The Leadership Board approved the mobilization of relevant departmental teams and implemented incident response actions to ensure promptness and safety Drill for the Environmental Incident Response Plan at Khai Quang Industrial Park in 2024 After the fire was brought under control, the Environmental Incident Response Team and the specialized Fire Prevention, Firefighting and Rescue Team of the industrial park coordinated to move materials and equipment to a safe location. The Environmental Incident Response Team completed the final tasks in the incident remediation process. Materials and supplies used that were contaminated with oil were collected into containers and transported to the company’s hazardous waste storage facility for transfer to a duly licensed unit for treatment in accordance with regulations. Images of the relevant departments carrying out cleanup and incident remediation activities. After 15 minutes, through the efforts and dedication of the involved forces, the fire incident and the environmental incident were completely and thoroughly resolved. The feedback and comments from the participating units and members during the post-drill review meeting will help Vinh Phuc Infrastructure Development Joint Stock Company further improve its environmental and fire incident response plans at the industrial park. VPID successfully participated in rehearsing civil defense plans to respond to major fire disasters in industrial parks
On October 31, the specialized Fire Prevention, Firefighting and Rescue Team of Khai Quang Industrial Park participated in a civil defense drill on response to a major industrial park fire disaster at Vietnam Garment Manufacturing Co., Ltd. Photo: Duong Ha In the simulated scenario, at 9:00 a.m. on day X/Y/Z, production activities at Vietnam Garment Manufacturing Co., Ltd. were operating normally. While company staff and workers were at work, a sudden thunderstorm accompanied by lightning struck the factory. As the lightning protection system was under maintenance, the lightning strike caused an electrical short circuit, resulting in a fire at the vehicle garage on the first floor and the third floor of the expert building. The simulated accident scenarios were presented, and the live-fire drill was conducted in five phases with activities shortened compared to real situations. On-site firefighting forces, civil defense forces, specialized units, and professional firefighting forces coordinated in firefighting and rescue operations. On June 25, 2023, at Song Lo II Industrial Park (IP) in Vinh Phuc Province, Vinh Phuc Infrastructure Development Joint Stock Company (VPID) successfully organized the groundbreaking ceremony for Song Lo II Industrial Park, with a scale of 165.65 hectares and a total investment capital of VND 1,520 billion. VPID received the Decision of the People's Committee of Vinh Phuc province on land allocation for Song Lo II Industrial Park Project
After two years of carrying out legal procedures for the establishment of Song Lo II Industrial Park, while simultaneously accelerating land compensation and site clearance, the Song Lo II Industrial Park Project has now been issued a land allocation decision by the Vinh Phuc Provincial People’s Committee, allowing the Company to proceed with the initial steps of industrial park infrastructure investment and construction. Accordingly, the land area allocated in Phase 1 is 152.76 hectares out of the total planned 165.65 hectares of Song Lo II Industrial Park (accounting for 92.22%).
